Consultation is an important part of the Class Environmental Assessment process. Consultation provides opportunities for two-way communication between the Project Team and interested stakeholders and enables the identification of potentially significant matters early in the decision-making process.
Design and Construction Report (Contract 2)
The Design and Construction Report (DCR) for Contract 2 has been prepared and is available for a 30-day public review period from January 25, 2019 to February 25, 2019. A copy of the report is available for viewing at the locations listed in the Notice of DCR Filing (Contract 2), and on the website.

Throughout the study, a variety of notification methods (i.e., newspaper advertisements, mail delivery, and this website) will be used to notify interested stakeholders about the study at key project milestones, including commencement, the Public Information Centre (PIC) and the availability of the Design and Construction Reports (DCRs) for the 30-day public review.
Newspaper notices will be published in the Richmond Hill/Thornhill Liberal (English), Markham Economist/Stouffville Sun-Tribune (English), and L’Express (French).
Enhanced PIC Outreach
To increase awareness and enhance the project outreach prior to the PIC, the Project Team completed a bulk mailing to all properties located within the study area.
Public Information Centre (PIC)
Public Information Centres are held to present the recommended solution, design often using large mountable panels. Participants are welcomed to drop-in, provide input on issues related to the Design, construction staging, etc. and speak with Project Team participants directly.
One Public Information Centre (PIC) is being held for the study, which was scheduled on November 22, 2017 between 4:00 pm and 8:00 pm at the Victoria Square Community Centre in the City of Markham. The PIC provided an opportunity for the public, agencies, Indigenous communities, and stakeholders to comment on:
- Detail Design of the EA Approved Plan for Highway 404;
- Existing environmental conditions inventory;
- Potential environmental impacts and mitigation measures;
- Construction staging; and
- Next steps.
The PIC was held as a drop-in style, open house format as follows:
