Study Overview

Highway 404 is a major inter-regional connection within the Greater Toronto Area (GTA) that continues to be an important connection for communities in the Regional Municipality of York.

Within the project limits, the existing Highway 404 is a six-lane divided urban freeway with a posted speed of 100 km/hr. Interchanges currently exist at Highway 7, 16th Avenue, Major Mackenzie Drive, Elgin Mills Road and Stouffville Road.

The highway cross section consists of three lanes in each direction plus auxiliary lanes, and an open wide median. The purpose of this assignment, among other associated improvements, is to expand the High-Occupancy Vehicle (HOV) lanes northerly to Stouffville Road. The widening will be occurring within the existing median between the northbound and southbound lanes.

The Regional Municipality of York (York Region) is preparing a Municipal Class Environmental Assessment Study for 16th Avenue Widening from Yonge Street to Woodbine Avenue. MTO and York  Region have been in discussion to potentially coordinate construction works in the vicinity of Highway 404 and 16th Avenue. Construction works associated with York Region’s initiative is subject to York Region obtaining all necessary approvals and environmental clearance.

This scope of work will be produced in multiple contract packages.
